Special Subject Labor Relations Academy

Negotiating Affordable Care Act Issues
(formerly Academy 10)

Updated ACA Webinar To Be Offered

CALPELRA will be presenting an updated ACA Webinar. See below for a description of CALPELRA's popular ACA Webinar Academy training from 2013, and watch for future information about the updated Webinar.

The Program

Complying with the Affordable Care Act requires negotiations about mandatory subjects within the scope of bargaining, including an agency’s discretionary decisions and the impact of non-negotiable decisions. This training specifically focuses on the practical implementation of the ACA from the perspective of the labor relations professional and management negotiation team members. To successfully make the health care transition required by the ACA, all members of an agency’s negotiating team, especially the labor relations specialist, must understand the key elements of the ACA and what is negotiable.

This three-part live video Webinar includes:

  • Identifying and understanding the key elements of the ACA and the required employer actions.

  • Analyzing the ACA’s impact on the duty to bargain, scope of mandatory subjects, impact bargaining issues, waiver, and reopening issues.

  • Analyzing the ACA’s impact on other areas such as part-time, seasonal, and temporary representation rights and other unit determination issues.

  • Understanding the duty to bargain about and responding to 15 labor relations issues.

  • Internal agency coordination problems, including special issues involving existing joint union- management benefits committees.

CALPELRA will provide participants with the opportunity to submit questions prior to and during each Webinar part.
