The Program

An advanced, comprehensive, in-depth and interactive training for experienced labor relations practitioners. This full-day special Labor Relations Academy covers an agency's overall planning for a successful outcome, including factfinding legal standards, the collection of persuasive data, and persuasive presentation. 

Other factfinding trainings offer only a general overview.  In this advanced factfinding Labor Relations Academy, you'll learn:

  • How to use spreadsheets to collect, analyze, and display total compensation data.

  • The best way to select comparable agencies for your comparability study.

  • How to calculate and display comparable employers' pension costs, including pension obligation bonds.

  • How to persuade the arbitrator/neutral factfinder that your agency's compensation is comparable.

  • Which facts convince the arbitrator/neutral factfinder that your agency has an inability to pay compensation increases.

  • How the legal requirements of impasse under the MMBA, EERA, SEERA, and HEERA impact your preparation.

  • How to refine unilateral adoption, including avoiding premature impasse, and decide which comes first - LBFO or declaration of impasse.

  • How to conduct the required public impasse hearing before unilateral adoption.

  • How to determine which meet and confer activities are subject to factfinding.

  • How to avoid the post-factfinding quagmire of the 10-day settlement period: The public release of the factfinding report, making a LBFO, the public impasse hearing, and unilateral adoption.

The registration fee includes all materials for this program, a resource book, continental breakfast, refreshments, and lunch. Hotel costs are not included in the fees and each participant must make independent hotel reservations directly with a nearby hotel.

Cancellations / Refund Policy

CALPELRA will not refund registration fees for cancellations of this Academy. Registration fees paid may be applied to another CALPELRA event or activity within one year of cancelled activity; all requests for transfer of registration fees must be made in writing. If you cancel your registration after the cutoff date for an Academy, you will forfeit your registration fees, and you may not apply them to a later Academy.
