The Program

This all day core Academy focuses on the legal obligations involved in the duty to bargain, on legal tests for determining which issues are subject to bargaining, and on the necessary planning for bargaining obligations.

  • Duty to bargain under California law, including:
    Elements of the totality of circumstances test; per se violations that include unilateral changes, effects bargaining, and providing information to unions; remedies for violations of the duty to bargain; and overiew of the PERB process.

  • Scope of bargaining under California law, including:
    Review of legal tests for mandatory subjects and effects on mandatory subjects; and recent PERB shifts relating to the duty to bargain and effects bargaining.

  • Rules for drafting labor contract provisions.

  • Bargaining preparation and organization.

  • Basic elements of contract administration.

Registration Fees

  • CALPELRA Member: $375

  • Non-CALPELRA Member: $435

The registration fee for this Academy includes all materials, a resource book, continental breakfast, refreshments, and lunch. Hotel costs are not included in the fees and each attendee must make independent hotel reservations directly with a nearby hotel.

Cancellations / Refund Policy

CALPELRA will not refund registration fees for cancellations of this Academy. Registration fees paid may be applied to another CALPELRA event or activity within one year of cancelled activity; all requests for transfer of registration fees must be made in writing. If you cancel your registration after the cutoff date for an Academy, you will forfeit your registration fees, and you may not apply them to a later Academy. Training Certification And Credits

  • CALPELRA certification.

  • MCLE credit for California attorneys.

  • SHRM certification for selected Academy programs.
    (Note: CALPELRA (California Public Employers Labor Relations Association) is recognized by SHRM to offer Professional Development Credits (PDCs) for the SHRM-CP or SHRM-SCP.)

  • HRCI certification for selected Academy programs.
    (Note: CALPELRA is an approved HRCI provider. CALPELRA's programs have met HRCI's criteria to be preapproved for recertification credit; CALPELRA's use of HRCI's name/seal does not constitute HRCI's endorsement of the quality of the program.)

  • Academy programs may qualify to be used toward IPMA-HR recertification.

A Certificate of Attendance will be provided for attendance at this Academy. A CALPELRA Labor Relations Master Certification (CLRM) will be awarded upon completion of the three core Academies (Foundation Of Labor Relations, Managing Your Collective Bargaining Agreements, and Negotiations Simulation And Planning), and a final written project. These Academies may be taken in any order.
