CALPELRA's Labor Relations Academy Masters Certification (CLRM) program is perfect for both experienced human resources and labor relations professionals and those new to the field. A CALPELRA CLRM designation is a desired, and frequently necessary, qualification in most California public agencies.
The CLRM program is designed for human resources and labor relations professionals and agency attorneys who work in MMBA, EERA, Dills Act, HEERA, or Trial Court Acts agencies. It is designed for anyone who wants to include this impressive certification on their resume, for anyone who wants to understand the basics of labor relations, for anyone who wants to be prepared to negotiate a comprehensive labor agreement, for anyone who wants to understand the arbitration process, for anyone who wants to refresh and update his or her skills, and for anyone who wants a broader knowledge of labor relations.
A CALPELRA CLRM is awarded upon completion of the three core Academy programs, taken in any order, and submission of an acceptable final certification paper.
Each core Academy is presented in a full-day session and includes interactive exercises, simulations, valuable tips and checklists, guidelines, and insights. The core Academy programs may be taken in any order.

After completing the required three core Labor Relations Academies, to earn your CALPELRA CLRM, you must submit a written analysis of either factfinding/interest arbitrations or grievance arbitrations. These analyses, when accepted as meeting CALPELRA's certification standards, will help create a resource exclusively for CALPELRA members who want in-depth analysis and commentary about California-based arbitrators.
The basic steps for earning your CLRM certification are:
In conjunction with CALPELRA's Executive Director or the Executive Director's designee, select an arbitrator(s) for analysis.
Participate in an orientation to learn what CALPELRA's standards are, how to find arbitration awards, and suggestions for locating other resources you'll need to write your paper. View the full Academy schedule for the next scheduled orientation.
Conduct your research and analysis on the selected arbitrator(s). Your analysis must be written using CALPELRA's Labor Relations Academy Master (CLRM) Certification Paper Guidelines.
Submit a final draft of your CLRM certification paper for approval. This stage may involve several revisions or instructions to perform additional research and/or analysis.
You must submit your CLRM certification paper within one year of your completion of the core Academy programs. If it has been more than one year since you completed the core Academy programs, you must retake the Foundation Of Labor Relations core Academy in order to be eligible to submit your CLRM certification paper. (Although CALPELRA had been requiring individuals to submit their CLRM certification paper within six months of full completion of the core Academy programs, because of the increased interest in the certification process, CALPELRA has extended that time to one year.)
