Bargaining Your Way Through Economic Crisis

The Program
This program was specifically developed to assist public agencies through this very difficult economic crisis. The program’s focus is strictly on the practical – how to successfully plan and complete your agency’s bargaining obligations arising from undertaking major cost-savings measures.
Program Content
In this program, you'll learn to:
- Actively manage the bargaining process instead of engaging in the traditional responsive approach.
- Initiate the bargaining process to achieve timely implementation of cost-savings measures.
- Avoid committing unfair labor practices that will undo all the cost-savings measures. (These are high-risk negotiations!)
- Identify the cost-savings measures that will provide the greatest chance of success and return, especially costly contract language.
- Avoid union delays and dilatory tactics.
- Understand which cost savings must be bargained, including the difference between bargaining the effects and bargaining the decision.
- Understand how the waiver of the duty to bargain can work either for or against an agency’s bargainers.
- Manage the public process and the public debate about cutting services versus wage/benefit reductions.
- Now includes specific trial court examples.
Who Should Attend?
- Individuals who will be integrally involved in the planning and implementation of cost-savings measures that are likely to be undertaken in the next two years.
- Individuals responsible for administering their agency’s labor relations and/or responsible for preventing unfair labor practices.
- Experienced labor relations professionals from cities, counties, school districts, trial courts, special districts, transit agencies, state university, and state agencies.
- Attorneys representing public agencies and interested in MCLE credit.
- Individuals certified by CALPELRA for Academies 1, 2, and 3 who are interested in additional advanced training. Although Academy 6 is an advanced Academy, prior completion of Academies 1 – 3 is not a
prerequisite.
Learning Style
The program will incorporate a variety of adult learning styles that make the Academy series so popular, including interactive exercises, pre-tests and pre-reading, small group planning, and audio/visual reinforcements.
Trainers
Academy 6 was developed and will be taught by individuals with years of substantial experience in California labor
relations and employment law, and who have high ratings as CALPELRA trainers. The program will draw on the trainers' most recent public sector experiences.

CALPELRA Academy Co-Director. Over 40 years of public sector labor
relations and employment law experience representing California public agencies under PERB's jurisdiction.
M. Carol Stevens
CALPELRA Executive Director. Over 35 years of experience representing California public agencies including cities, counties, school districts, transit agencies, and special districts.
Registration Fees
The registration fee includes all materials for this program, a resource book, continental breakfast,
refreshments, and lunch. Hotel costs are not included in the fees and each attendee must make
independent hotel reservations directly with a nearby hotel. CALPELRA will reserve a block of
rooms at a discounted rate whenever possible.
To Earn A Certificate
A Certificate of Attendance will be provided for attendance at each Academy.
MCLE credit is available.
