The Program
This highly acclaimed Academy has been updated to focus on the most prevalent unfair practice charges that result from negotiations during this economic crisis. The program focuses on understanding these new PERB unfair practice charges – how to prevent them, and how to prevail if one is filed
against your agency.
Program Content
Emphasis on avoiding the most prevalent unfair practices that have not been an issue until this most recent economic downturn, and ideas for labor relations managers to help their agency's attorney
prevail before
PERB.
Who Should Attend?
This program is a must for experienced professionals and practitioners from cities, counties, school districts, trial courts,
special districts, state university, and state agencies, including individuals responsible for administering their agency’s labor relations and/or responsible for
preventing unfair labor practices. Completion of Academy 1 is preferred but not required. Academy Masters: Become eligible for recertification by completing this Academy as part of CALPELRA's upcoming CLRM recertification program.
Learning Style
The program will be presented by William F. Kay, Co-Director of CALPELRA’s Labor Academies, the
most popular public sector labor relations program in the state and nation. The program will
incorporate a variety of adult learning styles, including interactive exercises, pre-tests and pre-
reading, and audio/visual reinforcements.
Trainers
Academy 5 was developed by individuals with years of substantial experience in California labor
relations and employment law. It will be taught by established trainers with highest ratings and
selected by CALPELRA.

CALPELRA Academy Co-Director. Over 40 years of public sector labor
relations and employment law experience representing public agencies under PERB's jurisdiction
since PERB's inception.
M. Carol Stevens
CALPELRA Executive Director. Over 35 years of experience representing public agencies under PERB's
jurisdiction,
in addition to representing MMBA agencies.
Registration Fees
The registration fee includes all materials for this program, a resource book, continental breakfast,
refreshments, and lunch. Hotel costs are not included in the fees and each attendee must make
independent hotel reservations directly with a nearby hotel. CALPELRA will reserve a block of
rooms at a discounted rate whenever possible.
To Earn A Certificate
A Certificate of Attendance will be provided for attendance at each Academy.
MCLE credit is available.
