What Is A Labor Relations Academy Masters Certification?

CALPELRA's Labor Relations Academy Masters Certification (CLRM) program is perfect for both experienced human resources/labor relations professionals and those new to the field. A CALPELRA CLRM designation is a desired qualification in many California public agencies.

The CLRM program is designed for human resources/labor relations professionals and city attorneys who work in MMBA, EERA, Dills Act, HEERA, or Trial Court Acts agencies. It is designed for anyone who wants to include this impressive certification on their resume, for anyone who wants to understand the basics of labor/management relations, for anyone who wants to be prepared to negotiate a comprehensive labor agreement, for anyone who wants to understand the arbitration process, for anyone who wants to refresh and update his or her skills, and for anyone who wants a broader knowledge of labor relations.

A CALPELRA CLRM is awarded upon completion of the three basic Academy sessions (Academies I, II, and III), taken in any order, and submission of an acceptable final paper.

The Program

Each basic Academy is presented a 7.5 hours session and includes interactive exercises, simulations, valuable tips and checklists, guidelines, and insights. The Academy sessions may be taken in any order.

Academy 1: The Foundation of Labor Relations

The Duty to Bargain - Good Faith Defined - The Scope of Bargaining - Special Contract Clauses - Tools of the Trade - Preparing for Bargaining - Contract Enforcement and Administration - Overview of Comparative Negotiating Processes.

Academy 2: The Arbitration Process

Grievance Processing - Investigation - Case Preparation - Evidentiary Standards and Objections - Advocacy Techniques - The Arbitrator’s Perspective - Standards of Just Cause - Introduction to Interest Arbitration.

Academy 3: The Negotiations Process

Traditional Negotiations Simulation: a dynamic and interactive team exercise using materials and resources provided in advance. Profile of a Successful Negotiator - The Wisdom of Experience Scenarios - Most Common Mistakes - Union and Management Perspectives - Impasse Strategies.

To Earn A Certificate

Full attendance is required for all three Academy programs. The Academy differs from CALPELRA's Annual Conference workshops and other training programs where attendees may arrive and depart at will. No one will be admitted 20 minutes after start of the program.

Unavoidable absence during part or all of any program of an Academy day will be recorded. The absentee will be required to make up the specific program segment prior to receiving a certificate for that Academy.

Ideas

Your paper should discuss, in depth, a subject related to the three Academies. You are encouraged to select a topic that interests you and about which you wish to make a contribution to the field. Be creative! Try to relate the topic to an experience in labor relations. Give illustrative examples (either real or hypothetical). Some suggested topics are:

Scope of Bargaining
  • Contracting out
  • Impact vs. decision bargainging
  • Tests of good faith bargaining
  • Court tests
  • Mandatory vs. discretionary subjects
Labor Contract (MOA/MOU) provisions
  • How a contract is organized
  • Appellate process in the labor contract
  • Legal provisions and their importance
  • Writing clear and unambiguous contract language
Preparation For Negotiations
  • Effective presentations in closed session
  • The importance of accurate costing
  • Assembling a Total Package
Arbitration
  • Rules of contract construction
  • Preparing an arbitration case
  • The arbitration hearing
  • Standards of proof
Negotiations
  • Effective techniques
  • Negotiating pitfalls and how to avoid them
  • Impasse procedures
  • Interest-based bargaining
  • Work actions (strikes, sick-outs, slow-downs)
Paper

Your paper will be published on the CALPELRA Web site. Also, with your permission, outstanding papers will be submitted for publication to professional journals or periodicals. If possible, please also submit a picture along with your paper.

Certificate

Your CLRM certificate will be sent to you following acceptance of your final paper. A description of your final paper will be featured in a CALPELRA newsletter article. And you will be honored during a lunch or general session at CALPELRA's Annual Conference. Congratulations!
